WHAT FLEW On Mondays, ''7th Heaven'' is blessed to be No. 64, while its lead-out, ''Everwood,'' is pretty rock solid at No. 85. ''Often you see a show that premieres well and then declines,'' says Levin, whose froglet hopped up 17 percent in the 18-to-49 demo this season. '''Everwood' hit the ground running.'' Tuesdays are running smoothly with the ''Buffy''-beating ''Gilmore Girls'' (84) and ''Smallville'' (which, at No. 63, has soared to No. 39 among 18-to-49ers). Even veteran dramas ''Charmed'' and ''Dawson's Creek'' perked up (94 and 100, respectively).<br>
