I dont use Paint shop but i think you just get a brush, make it white and paint an area of the art. Then you can put text over :)

^^ you can do that. But there is an easier way. It's kind of like a sunburst and you just need to modify it to your colour and stuff. But the brush technique is great too.

Suburst looks like it would work best but I'm not sure how to change the shape of it...doesn't appear you can make it narrower and longer, only a circle but meh. I can do it the other way. Thanks again.
